Or: Why innovation must outpace bureaucracy
While global companies had to manage an average of 1.8 regulatory changes per day in 2010, that number is now 11.2 – with forecasts predicting up to 23.5 changes daily by 2030.
The promise of "cutting red tape" has appeared in every coalition agreement since the Kohl era, yet the number of obligations continues to grow with every legislative period. In an age of demographic change, this flood can no longer be managed manually. But instead of resigning ourselves to this, it is worth taking a look at what we are actually trying to protect. Terms like "rule-based order" or the rule of law have long been taken for granted or carelessly lumped into the "it's just bureaucracy" category. Rules are annoying and slow things down; that is part of the truth. But they are also the hard-won guardrails of our society.
The crux of the matter is: rules are restrictive, but without them, we lack stability.
The task of our time is therefore to tip the scales from a burden to a benefit. Innovation simply has to be faster than bureaucracy.
